Where has the 'delete post' button gone?

Users are only allowed to delete their own posts, BUT they can't delete their post IF it's the first post in a thread. Because that would screw up the thread numbering system.

I'm pretty sure it's been gone for quite some time. See this topic (scroll down a few posts for the discussion about deleting posts).
