Not sure if any of this is new.  150 pdocs doesn't sound like many to me.

The UAE has an estimated population of under 10 million.  It's also more than 90% Muslim, and silence and stigma experienced by extremely devout followers of Islam may affect the degree to which people are prepared to come forward for psychiatric help.  I'm sure that's what the article is referring to when it says "people are more worried about what the society will think about the patient while they take the patient to a psychiatrist". I think it's both interesting and positive that work is being done there to promote the early diagnosis of bipolar.
