It's also more than 90% Muslim, and silence and stigma experienced by extremely devout followers of Islam may affect the degree to which people are prepared to come forward for psychiatric help. I'm sure that's what the article is referring to when it says "people are more worried about what the society will think about the patient while they take the patient to a psychiatrist".
